Library Board of Trustees
21.02 LIBRARY TRUSTEES. The Board of Trustees of the Library, hereinafter referred to as the Board, consists of three (3) resident members and two (2) nonresident members. All resident members are to be appointed by the Mayor with the approval of the Council. The nonresident members are to be appointed by the Mayor with the approval of the County Board of Supervisors. (Ord. 07-2013 – Nov. 14 Supp.)21.03 QUALIFICATIONS OF TRUSTEES. All resident members of the Board shall be bona fide citizens and residents of the City. The nonresident members of the Board shall be bona fide citizens and residents of the unincorporated County. Members shall be over the age of eighteen (18) years. (Ord. 07-2013 – Nov. 14 Supp.)
21.04 ORGANIZATION OF THE BOARD. The organization of the Board shall be as follows:
1. Term of Office. All appointments to the Board shall be for six (6) years, except to fill vacancies. Each term shall commence on July first. Appointments shall be made every two (2) years of one-third (1/3) the total number or as near as possible, to stagger the terms.

Planning & Zoning Commission
23.01 PLANNING AND ZONING COMMISSION. The City Planning and Zoning Commission, hereinafter referred to as the Commission, consists of five members, appointed by the Council. The Commission members shall be residents of the City and shall not hold any elective office in the City government.

22.02 TERM OF OFFICE. The term of office of the members of the Commission shall be five (5) years. The terms of not more than one-third of the members will expire in any one year.

Zoning Board of Adjustment
165.28 BOARD OF ADJUSTMENT CREATED. A Board of Adjustment is hereby established. Toe Board shall consist of (5) members to be appointed by the Mayor for a term of five (5) years except that when the Board shall first be created one member shall be appointed for a term of five (5) years, one for a term of four (4) years, one for a term of three (3) years, one for a term of two (2) years, and one for a term of one (1) year. Members of the Board of Adjustment may be removed from office by the council for cause upon written charges and after public hearing. Vacancies shall be filled by the Council for the unexpired term of the member.
